Darcy Burke, a Canyon Lake resident since 1999, was chosen as the Elsinore Valley Municipal Water District Board Vice President last week at the district’s regularly-scheduled board meeting. Darcy, who has been on the board since she was first elected two years ago, is in the middle of a four-year term on the board.

Phil Williams was chosen by fellow board members as its president after a 5-0 vote by the board. Phil has been on the board for 19 years and was re-elected again at the November General Election last month. This will be his seventh time serving as the president of the board.

The board is made up of five directors, each representing one of five geographic areas that cover the district’s boundaries. The water district provides water for most of the City of Canyon Lake and owns the water rights to the lake.

Darcy is the elected director of District 1, which consists of Canyon Lake, Canyon Hills, Tuscany Hills and Canyon Estates.

She is the President and Chief Executive Officer of Watermark Associates, a comprehensive business consulting firm. Prior to leading Watermark, she was the Director of Public Affairs for the Municipal Water District of Orange County, a former Executive Director for The Center for Water Education and a former Executive Director of the California Nevada Section of the American Water Works Association.

Darcy received her bachelor’s degree from Mount St. Mary’s University, Los Angeles, in International Economics & Marketing as well as her master’s in Business Administration with an emphasis in Organizational Leadership. She completed her field study in China in Energy and Utility Management.

She is a member of the Canyon Lake Junior Women’s Club, Temecula Noon Rotary Club, American Water Works Association and is Past President of Mount St. Mary’s University MBA Alumni Professionals.

Before her election to the water district board, Darcy served on committees for the Canyon Lake City Council, Canyon Lake POA and Canyon Lake Roundtable. She lives in Canyon Lake with her daughter, Marissa.
