they are one consistent document that is compliant with code. Like the bylaws, the CC&Rs cannot be amended without the membership’s vote, so there will be a separate ballot in the summer for this. There will be future Board Workshops to review and discuss the new CC&Rs.
Lake Lease
There are discussions between the Association and Elsinore Valley Mu- nicipal Water District with regard to the Association’s lake lease. The goal is to secure a mutually beneficial agreement for future years to come.

Dog Park
For many years, residents have sought a park that would allow dogs to run off their leashes. While we have found mul- tiple locations in the community that could be ideal for a new dog park, the most optimal location we are looking at is the southeast corner of East Port Park. We are working with the City of Canyon Lake to obtain the necessary permits for approval to develop the southeast corner of East Port Park for a dog park.
Roadrunner Park Restrooms
Roadrunner Park features a volleyball court, horseshoe pits, a covered picnic area on a concrete slab and barbecue grills. The park’s picnic area is available for parties and barbecues. To help make the space more functional, this year we hope to install a permanent restroom fa- cility and enhance the pavilion area.
Campground Upgrades
With its waterfront location, Happy Camp Campground provides a close and easy family getaway destination, as well as a picturesque “guest suite” for summer visitors. Plans to update Happy Camp Campground by adding sites, up- dating pedestals and upgrading the elec- tricity are projected to begin in the fall.
Beautification Initiative
The Association will also continue the Beautification Initiative by continu- ously evaluating the parks and beaches. We also hope to add more pavilions and benches at many of the parks and beach- es to make them more family friendly.
Security Cameras
To address some of the ongoing se- curity issues, we will be adding surveil- lance cameras to the community’s entry gates and also looking at adding these
cameras to recreational facilities and other common areas as a means to deter trespassing, vandalism, property dam- age and rules violations.
Lodge Awning and Patio
With the success of the Lodge reno- vation, we will be looking into adding an awning to the back staircase of the Lodge. This awning will shield the stair- case from rain so residents can use this staircase to access the lower level during inclement weather.
Jump Lagoon Viewing Area
The Jump Lagoon, located off Long- horn Dr., is a popular spot used by compe- tition jumpers and trick skiers. Many resi- dents enjoy watching the various shows that go on in that area; however, the loca- tion does not provide adequate viewing. This year we will be looking into adding a nice viewing area for spectators.
Bylaws Rewrite
The Davis-Stirling Act, the law gov- erning homeowner associations, went through a comprehensive amendment on January 1, 2014. This past year there has been a lot of work done to update the Association’s bylaws to ensure they are in compliance with the new law and reference new code sections.
We held a workshop in November to review and discuss the new bylaws. Another workshop is scheduled for Wednesday, January 21, following the mid-month Board of Directors meet- ing. Ultimately, the bylaws cannot be amended without the membership’s vote. Therefore, every member eligible to vote will be asked to do so at the upcoming election with Association’s Board of Directors in the spring.
CC&R Rewrite
