Public safety officers report monthly stats

The following departments provided monthly statistics for February at the Public Safety Committee meeting on March 3.

Canyon Lake Police

The Police Report, submitted by Lieutenant Earl Quinata, informed the Public Safety Committee that the Canyon Lake Police Department handled 315 calls during the month of January. This number is down 256 calls from the previous month.

The report stated there were 7 Part 1 crimes; 1 rape, 1 assault, 1 burglary, 1 grand theft/petty theft, and 3 thefts from a vehicle. There were 3 reports of vandalism, and 9 public intoxication arrests.

Under traffic enforcement, 9 citations were issued, 9 arrests were made for DUI’s, and 4 non-criminal traffic collisions occurred.

Community Patrol

Securitas Account Manager Jay Cregeen provided Community Patrol stats for February.  Community Patrol answered 509 calls for service. This number is up 55 calls from the previous month.

Officers issued 233 citations and 2 warnings. There were 46 speed enforcement citations, 2 failure to stop for a school bus citations, 128 parking citations, 1 cell phone citation, 7 noise disturbance citations, 16 identification for access control (gate running) citations, 4 failure to comply citations, 12 animal related citations, 6 verbal abuse citations and 11 miscellaneous citations.

There were 4 calls for suspicious persons/vehicles. A total of 18 incident reports were generated. There were 150 gate runners: 18 were trespassers, 132 were members. Community Patrol confiscated 83 POA cards and 48 guest passes.
Process servers were escorted to 26 locations. Vandalism, graffiti, speed enforcement and parking enforcement were noted as concerns for security.

Marine Patrol

In the month of February there were 22 boat inspections, 33 fishing license/permit checks, 5 boat tows, 3 miscellaneous tows, and 2 battery assists. There were 4 expired state registration citations, 1 expired CLPOA registration on the lake citation, 14 expired CLPOA registration citations, 1 no access dam boundary line citation, 1 violation state fishing  laws citation, 1 valid state fishing license citation, 2 fishing regulations citation and 2 failure to comply citations.

There were 21 boating safety contacts, and 1 warning citation issued for fishing regulations. Marine Patrol issued 7 quarantine tags (red) and 18 service seals (white). Patrol boats spent 316 hours on the lake.

Fire Services

Fire Captain Brent Carter submitted Riverside County Fire Department/Cal Fire’s incident report for Canyon Lake for the month of February. The report indicated that Station 60 responded to 2 false alarms, 32 medical and 2 public service calls in Canyon Lake, and 1 medical call in Riverside County unincorporated area.

There were 28 calls with a response time of less than 5 minutes, 6 calls with a response time of 5-plus minutes and 1 call with a response time of 10-plus minutes. The average response time was 4.3 minutes.

Canyon Hills Station 94 responded to 3 false alarms, 19 medical, 4 public service, 1 ringing alarm and 2 traffic collision calls in Canyon Lake.

Quail Valley Station 5 responded to 3 medical calls in Canyon Lake. There were 51 calls with a response time of less than 5 minutes, 9 calls with a response time of 5-plus minutes, 1 call with a response time of 10-plus minutes and 1 call with a response time of 20-plus minutes. The average response time was 4.6 minutes.

Code Enforcement

Code Enforcement Officer Jean Voshall reported property inspections for updated registrations for foreclosed properties, 2 green pools breeding mosquitoes, inspections of bank owned properties for vacancies and maintenance and stated citations to the banks that have not registered foreclosed bank owned property.
A lien was placed on property where work continued after stop work order was issued. There were no abandoned, in-operable vehicles stored in public view this month.  There was 1 assist with Special Enforcement Officer Feeney with abatement of abandoned drums found in Quail Valley/BLM area. The case was turned over to the City of Menifee Code Enforcement for follow-up Investigation.

Animal Control

Officer Monique Middleton from Animal Friends of the Valleys presented the stats for February. There were 134 licenses sold, 34 citations issued, 10 violations issued and 8 animal welfare checks. There were 5 dogs and 2 cats turned in by their owner, and one owner turned in other. There were 5 dogs and 3 cats abandoned at the shelter. Impounds include 5 stray dogs, 5 stray cats and 6 wildlife.
AFV also responded to 2 trapped animals, 4 injured animals, 22 animals running at large, 1 snake, 6 dead animals, 5 confined animals, 14 noise nuisances and 6 vicious animals. One kennel/cattery violation was issued. One dog was quarantined.

Emergency Preparedness

The Canyon Lake Emergency Preparedness Committee (CLEPC) Director Nancy Carroll presented the 2014 stats for CLEPC. In 2014, the Canyon Lake Emergency Preparedness Committee logged a total of 1600.7 hours. There were 265 hours in monthly meetings, 112.2 hours in monthly radio checks,  2 Fiesta Day first aid booth hours, 6 Senior Volleyball first aid hours, 4 Veteran’s Day first aid booth hours and 282 sidewalk CPR training hours. 135 people were trained in CPR from September thru December.

Nancy Carroll announced that she will be working with Donna Ritchie to create a Public Safety Awareness Day event for the residents of Canyon Lake. The event will take place near the end of summer.

Nancy also announced the need for Emergency Preparedness Committee volunteers, and donations for communication systems, such as handheld radios and CB radios. Anyone interested in volunteering or making a donation should contact Nancy at 951-244-8230.
