At Tuesday night’s CLPOA Board meeting, just three of the Directors were on hand to approve a number of items on the agenda. They were President Bruce Yarbrough, VP Doug Gordon and Secre- tary David Eilers. Absent were Directors Ted Horton and Mark Spitzer. Among the items approved was a $3 per month increase in POA assessments.
Controller Bryan Knechtel present- ed the Fiscal Year 2016-17 budgetary items. The Fiscal Year is May 1, 2016 to April 30, 2017.
First up for approval was the Schedule of Fees. Bryan noted that fees did not go up in the proposed budget. Sean McDonald was the only member to comment on this item when he stated that deficits continue to increase at the Golf Course, and the cost of rounds should have been raised $3 per round.
Next up for approval was Reserve Funding for 2016-17. Based on a list of projects for both the Repair and Re- placement Reserve and the Road Re- serve, the Board approved $1,300,000 and $900,000 respectively to go toward these Reserve accounts.
The third budgetary item for approval was the 2016-17 Annual Assessment in the amount of $2,844, or a monthly amount of $237 plus installment fee. This is a $3 per month increase.
The fourth item for approval (actually listed as first in the agenda) was the 2016-17 Annual Budget, inclusive of a Pro Forma Budget, Summary of Reserves, Reserve Funding Plan, Operating Budget, Reserve Projects, Schedule of Fees, Collection Policy and Insurance Policy Disclosures.
The Annual Budget was reviewed and recommended by management and the Finance Committee. Two Budget Workshops were held in February, open to members; however, Director Eilers noted no members took advantage of the opportunity to sit in on the budget discussions. He thanked staff, management and Finance Committee members for their efforts, which began last September. All budgetary items received unanimous approval.
Two Ballot Measures
The Board approved two items for in- clusion on the ballot in the Annual Meet- ing and Election in May.
The first is a revised CC&R for fence height that does away with a standard height limit and gives the Architectural Control Committee the right to use its discretion on fence heights based on members’ individual lots..
The second is a revised Bylaw that would eliminate proxies and cumulative voting. For the wording on these ballot measures, see the Board Agenda for the March 1 meeting on the POA website.
Funding Requests
Funding requests approved by the Board included the following:
• Wireless Access Point replacement at the Lodge
• Golf Course Maintenance Carts (reapportion costs from Operating fund to CFDF fund)
• Sierra Park dock replacement
• Holiday Harbor fence repair/ replacement
• Irrigation pump replacement on Golf Course Sixth Tee
• Buoy replacement (solar lighted) in lake traffic lane
Main Gate Construction
It was announced at Tuesday’s meeting that, after a few delays, the Main Gate construction is scheduled to begin Tuesday, March 15.
CLPOA vs EVMWD
The Association released the follow- ing statement on February 26:
The Canyon Lake Property Owners Association Board of Directors and the CLPOA’s independent Litigation Committee have unanimously agreed to appeal the February 1, 2016 Riverside Superior Court ruling as they continue to work on securing a long-term lease that is fair and reasonable for all CLPOA members.
This case involves complex Constitu- tional issues and we anticipated the case would end up in a higher court where such issues are traditionally determined.
The February 1 ruling prevents the case from stretching out for months in a lower court and expedites its review by a higher court. At the February 1 hearing, the judge said the POA had done well in teeing up the issues in this case for appeal.
The existing lease remains valid through 2022 – and the CLPOA has the right to unilaterally extend the lease terms for another 44 years through 2066.

Collin Raye in Concert
Collin Raye, one of the country music hit makers during the 1990s, is coming to Canyon Lake on April 2. VIP tickets for this concert are $55 and include seat- ing closest to the stage, a private VIP entrance and a private VIP bar. General Admission tickets are $30. Tickets may be purchased online on the POA website or at Member Services.
State of the Association

Main Gate construction scheduled to begin March 15
Previous plans to start the Main Gate project were delayed in February due to permitting issues. All final construction permits have been secured and the new project start date is scheduled for Tuesday, March 15, weather permitting. The project will take approximately 60 to 90 days to complete.
During construction, the goal is to keep at least one entrance lane and one exit lane maintained at all times. Residents are advised to use other gates when possible to avoid construction-related delays during the construction period.
Electronic message boards displaying traffic information are set up on both sides of Railroad Canyon Rd. to assist motorists, and the traffic lights at Rail- road Canyon and Goetz Roads will be on timers during peak construction hours.
Approved by the Board in August 2015, planners say this project will update and improve the efficiency of the Main Gate entrance into Canyon Lake by incorporating RFID (radio frequency identification) technology, modernizing the guard booths, replacing the gates, and improving the roadway, median and landscaping. Additionally, a small building will be added to house electrical equipment along with providing storage space and restrooms for staff.

A social media campaign was launched in December that utilizes Face- book, Yelp, Instagram, and Google+. This stronger online presence will sup- port the current “Non-resident Annual Golf Membership” campaign.
AARP Driving Class
The AARP, in conjunction with the CLPOA, is providing an eight-hour Drivers Safety Program in the POA Conference Room on Saturday, March 5, from 8 a.m. until 3:30 p.m. The class
is $20, however, AARP members can present their AARP card for a discounted price of $15. Residents can sign up for the class by visiting the Association’s Member Services office.
This class is taught by trained instruc- tor, Don Duncan. By taking this driver safety course, participants will learn the current rules of the road, defensive driving techniques and how to operate a vehicle more safely. Many insurance companies offer a discount for complet- ing this course. For questions about this course, call Don at 951-244-7513.
Pool Opens next Saturday
The pool is scheduled to open March 12. Hours will be 7 a.m. to 8 p.m. Water Aerobics will will be held every Mon- day through Saturday at 8:30 a.m.
