New General Manager Edward E. Simpinks was introduced at Tuesday’s regular session CLPOA Board meet- ing. Hired at the end of September, Simpinks' name comes with a number of credentials: CCM, CCE, CMCA, AMS, CCAM-LS and MCM. Board President Bruce Yarbrough says, “Mr. Simpkins is a gifted administrator with exceptional credentials, and we are very excited to be welcoming him to the CLOA to manage daily operations of our community.”
Simpinks has more than two decades of experience managing multi-million dollar community associations, and holds numerous professional accredita- tions and certifications, including being certified by the National Board of Cer- tification for the Community Associa- tions Managers and the California As- sociation of Community Managers. He also holds several professional member- ships, including the Club Managers As- sociation of America, the National Golf Course Owners Association and the California Association of Community Managers.
Bruce says, “He has demonstrated an equally strong track record of success in the communities he has served. Our Board looks forward to working closely with Mr. Simpkins to ensure that Can- yon Lake’s property owners continue to be provided with the best amenities, re- sources and services possible.”
Previous positions include serving as general manager of Bear Valley Springs Association, an exclusive 8,000 resident community in Tehachapi, California; and, prior to that, as general manager and chief operating officer for the Lake Wildwood Association.
An Association spokesperson says, “Board and staff are excited to welcome Mr. Simpkins to the CLPOA family and look forward to putting his experience and abilities to work as we advance the goals of the Association and its members who make up the fabric of this amazing community.”
In other news from Tuesday’s Board meeting, Nancy Horton, Elsinore Val- ley Municipal Water District Division 1 Director, announced that the Water Dis- trict has completed its Water Manage- ment Plan. Wells will be built and stor- age increased. “We have a plan that goes through the year 2040 to have enough water for all of the development that is going to be taking place mostly in the Lake Elsinore and Wildomar areas,” says Nancy.
The Board approved one new mem- ber to the open seat on the Security Ad- visory Committee, and three new mem- bers and one alternate to the Rules and Regulations Committee.
The Board approved club sanction re- quests from the Canyon Lake Dog Own- ers Club and the Mommy N Me Club.
Securitas Manager Jay Creegan re- ported that, in the month of September, Community Patrol issued eight citations
for speed enforcement and 65 citations for parking violations. One citation was issued for curfew violation. There were 20 incident reports, four of which were due to vandalism and graffiti.
Jay further reported there were 37 individuals who failed to comply with the officers’ instructions at the gate for access control. Out of the 37, 16 of the individuals failed to comply at the Main Gate.
Jay says Community Patrol will con- tinue to increase its patrol of the parks and beaches at night to try to detour any type of vandalism and graffiti activity.
Marine Patrol staff issued 17 citations for the month of September. The viola- tions range from speeding to ski rope requirements.
Jay reminded residents that park hours are 8 a.m. to 8 p.m. until April.
Jay explained that he’s been in touch with Lieutenant Quinata from the River- side Sheriff’s Department regarding the recent golf cart thefts and that the Sher- iff’s Department has an active ongoing investigation. He reminded residents to secure their golf carts and to call the police if they are a victim of crime. He suggested that residents consider reach- ing out to golf cart companies to see if there is an anti-theft device that can be installed on their carts.
Jay noted that the Association has installed multiple cameras at each gate. He said crimes should be reported to the police and that if reported, the police can review video footage from the gates and
that Community Patrol will cooperate with their investigation.
During Board comments, Director Dale Welty said the Finance Commit- tee met and discussed the subsidies, how large they are and how to get them down. The Committee discussed ways to get members engaged at the Golf Course, Country Club and Lodge.
Director Ted Horton encourages se- niors to attend the Senior Center pot- lucks and other events. The Long Range Plan is still on top of FRC review list. He encourages residents to take the Long Range Plan Survey and attend the Resident Golf Appreciation Day at the Golf Course on October 22.
Director Paul Queen said that the Security Advisory Committee has been meeting and making recommendations on how to improve security, specifi- cally security at the gates. Paul also an- nounced the departure of Mike Morrow, Director of Operations, and thanked him for his dedication and hard work.
Director Eric Spitzer encouraged residents to write to him about rules and regulations members don’t understand, agree with or think should go away.
Director Bruce Yarbrough announced that phase one of the installation of the video cameras is complete. He said be- fore the Association moves on to phase two, they want to make sure the Board is happy with phase one cameras. He also announced that the new Dog Park fencing will be put in next week, and then move on to installing benches and

shade. Bruce will be starting phase one of getting the permit process through the City.
Bruce encourages residents to sup- port the restaurant and noted that he is delighted with the new staff, service and food.
The Board meeting was adjourned at 7:44 p.m.
Community invited to Resident Appreciation Golf Day
Residents who would like to take advantage of Resident Appreciation Golf Day need to RSVP by Thursday, October 15. The event is hosted by the Association for members who don’t already have a golf membership. It will take place at the Country Club and Golf Course on Saturday, October 22, from 11 a.m. to 2 p.m.
Members will be able to tour the Golf Course, have a chance to win a lesson with a pro and enjoy a complimentary barbecue. The Country Club will be offering a “Club-Bunker” cocktail for $5.25. For reservations, call 951-244-6841, ext. 210.
