Patrol would strictly enforce school bus safety laws. He reminds residents that drivers on both sides of the street, including Canyon Lake Dr., must stop when the school bus red lights are ac- tivated.
• In his report to the Board, General Manager Christopher Mitchell reported on the following projects:
Dog Park – Three bids have been re- ceived. They will go to the Facilities Re- view Committee (FRC) for review, then to the Board in September.
Road Engineering Services – The FRC reviewed and provided a recom- mendation. This will be on the Septem- ber Board Agenda.
Campground – Contact has been made with the State Housing and Com- munity Development. Staff has received comments and currently are researching building specifications for the State.
Pickle Ball Court Locations – Staff will be submitting options and costs at the September Board meeting.
Main Gate Signage Concepts – Two concepts have been received. The Board is seeking comments on what the member- ship would like. Please email projects@ canyonlakepoa.com with comments.
Main Gate Landscaping – Staff is seeking quotes for landscaping at all gates. They hope to have quotes by the end of the month.
Lake Elsinore Closure – Lake Elsinore has been closed due to detec- tion of harmful algae. Canyon Lake was inspected on Monday and the Associa- tion is awaiting results. Initial observa- tions did not detect visible signs of a bloom. Testing was done on July 7 and 20. According to the Scientific Group,
there were no concerns from a health perspective.
• Legal Counsel Howard Sildorf said the Board had been given a lengthy up- date on the Lake Lease litigation and that a letter would be forthcoming to members.
He also noted that another big issue Legal Counsel has been addressing is vacation rentals in Canyon Lake. This is a hot topic members will be encouraged to weigh in on, he said. It’s also a subject for the POA and City officials to meet together on soon.
• During the Directors Comments portion of the meeting, Director Dale Welty reported that the Recreation Com- mittee is looking into setting aside non- smoking areas in some of the commu- nity parks. He and Director Ted Horton strongly encourage members to take part in the Facilities Review Committee workshops and survey.
• Director Paul Queen announced that Board has authorized Marine Patrol to crack down on boaters who are violating boating rules.
There have been reports of boats go- ing full speed through the East Bay and 5 mph areas of the Main Lake. There also have been many complaints about excessive wakes. Paul issued the warn- ing that if anyone is caught violating boating rules, they will be subject to fines of up to $500 and will be brought under review to have their boating privi- leges revoked for a year.
President Yarbrough added to that that towed inflatables are not allowed in the skiing areas of the lake, including the Jump Lagoon and the North Ski Area.
• Members were invited to stay after the meeting for Open Forum discussions with the Directors.
Guidelines proposed for installing artificial lawns
At Tuesday’s Regular Session Board Meeting, CLPOA Member Services Manager Susan Webb went over some of the reasons the Board is proposing a policy that provides stan- dards for the installation of artificial turf.
She explained that, because of the drought, one solution for a green yard has been artificial turf. There are many manufacturers to choose from, along with many types of arti- ficial turf. Because there are so many varied choices, guidelines have been written to help aid members in their selection process. This is called an Artificial Turf Policy.
The Planning and Compliance De- partment explains, “One of the typi- cal problem areas that we have is the homeowner trying to save money by installing it themselves. The selection process of the different types/styles of lawn can become overwhelming at best.”
Because of this, the Planning and Compliance Department has created a sample board of acceptable turf and also is requiring a weed barrier. If the turf does not have a built-in weed barrier, a weed barrier cloth must be used to help deter weeds from com- ing through.
Planning and Compliance reports that, over the past year, from May
2015 to May 2016, there have been 109 artificial turf requests submitted to the ACC and, in most cases they have been approved. However, there have been a few that the ACC reject- ed, due to the aesthetic appeal.
Over the last several months, there has been an increase of ap- plications for used turf. Due to the aesthetics, the used turf is not ap- provable. Because of the over-use of the used product, it does not lay properly, and in the few that have been rejected, seams were visible, and there were bare patches and discoloration. It has been recom- mended by the ACC and staff that only new turf be allowed in the com- munity.
In order to maintain the aesthetic appeal, artificial turf, like real turf, requires regular maintenance. Or- ganic matters such as leaves, debris and animal waste must be removed regularly. Once the turf becomes frayed or starts to lift in appearance or become worn and tattered, it must be replaced with new turf or other ap- proved ground cover.
Because of these issues, the Board on Tuesday approved a 30-day read- ing on the following policy for the installation of artificial turf.
