Residents who didn’t get a chance to attend one of the three candidate forums held in the past week have one more chance to hear from the candidates at “Meet the Candidates Night” on Mon- day, April 18, at 7 p.m. at the Lodge, hosted by the Home Owners Club.
At that forum, attendees will be able to write their question on a card ahead of time. The questioner’s name will not be required. Moderator John Zaitz will review the questions, then ask them of the candidates, who will have up to three minutes to answer.
In addition, candidate Paul Queen in- vites residents to meet with him one on one this evening, April 15, starting at 5 p.m. at the upper level of East Port Park. His wife Stacy will bring sweets. To- morrow, April 16, Paul and Stacy invite residents to stop by 29766 Longhorn Dr. between the hours of 2 to 6 p.m. for an- other chance to ask questions. Refresh- ments will be served.
Those who have already attended a forum may have further questions they’d like to have answered. Each forum has had slightly different formats for allow- ing questions.
At the first forum on April 9 at the Se- nior Center, hosted by the Senior Work Group, audience members could ask questions from the floor. The candidates did not have a time limit on answering the questions, which resulted in more in- depth discussion on fewer topics such as the Lake Lease litigation and improving communication between members and the Board.

In a POA election, only primary members may vote. But other household members and friends can still have an influence on an election by research- ing issues and making sure the primary members vote – and vote well. An issue that affects all property owners is once again on this year’s ballot: an amend- ment to the CC&Rs on fence height.
This amendment was placed on the ballot in 2007, 2008 and 2009. A major- ity of voters have shown in the past they want this amendment to pass. So why hasn’t it? Because not enough voters vot- ed. Changing a CC&R requires a quorum – or two-thirds of voters voting – and that
is a rare occurrence in Canyon Lake. The Architectural Control Committee (ACC) has received many requests for taller fences over the years, but due to the current CC&R restriction, they have not been able to approve these requests. The Board of Directors has received many appeals for this request as well. Currently, unless there is a topographi- cal hardship, the fence height limit is
held to the 5-foot restriction.
Two of the reasons often given for
wanting taller fences is greater privacy and/or the fact that many of the standard fence heights for those nice new pre- fabricated fences is 6 feet.
In recent discussions about the ballot measure, some candidates and members
have expressed concern that the ballot measure doesn’t designate a specific height and, therefore, would be left up to the discretion of ACC members.
The Association has tried to answer this concern by stating, “If the CC&R restriction of fence height is modified, Rules & Regulations (which can be voted on by the Board of Directors) will be put in place that will restrict the fence height limits which the ACC will be required to follow, unless circumstances warrant a variance on a particular member’s lot.”
The explanation continues, “While the specific rule has not been written, the Association does recognize that there should be some guidelines for the ACC to use when approving an application for
installation of a fence. The recommen- dation to the Board of Directors would (be to) establish a maximum height of 6 feet, which would be practical for most members’ lots . . .”
Board members, staff members and residents themselves have fought for the fence-height amendment over the years. It’s now in the hands of prime members who are willing to pick up their ballot, cast their vote and put the ballot in the mail by May 5.

Monday’s forum at the Lodge, hosted by 21 community groups and clubs, had a process by which audience members could approach a microphone on both sides of the Holiday Bay Room and ask a question, or they could provide a written question to Travis Montgomery, who asked it for them. Questioners had 30 seconds to ask their question; candidates had one minute to respond. This resulted
in more topics but less in-depth answers. Wednesday’s forum took place in the City Multi-purpose Room during the monthly Chamber luncheon. Questions could be submitted to the Chamber prior to the meeting and also asked from the floor. Candidates had a minute to answer.
Election Calendar
The Notice of Annual Meeting, Can- didate Statements and Secret Ballot have
gone out in the mail. Thursday, May 5, is the last day it is recommended to mail in the ballot. If ballots aren’t mailed in time, they may be brought in person to the Annual Meeting of the Members and Election of Directors at the Lodge on Thursday, May 12, starting at 8 a.m.
If quorum is not met on May 12, an adjourned meeting will be held Saturday, May 14.
